While the victim in this case was involved in an illicit transaction, it does not mean that it was a death penalty offense. He was executed. That shooter fired three times.

If it's a mugging, you might not want to give out the name of the victim in case the robber might seek them out to intimidate them from prosecuting.

(That) doesn't mean that you're not involved. You're still involved. It's just a different type of role.
