Why did Chief Guerra and Ojeda take over six months to fill a vacant position? This is poor management, and a waste of taxpayer resources and should be unacceptable.

Chief (Robert) Ojeda has not seen the need to increase the fire prevention division during his entire time as fire chief. This is why there's a huge need for the overtime.
