Why is the FBI conducting surveillance of a bookstore, monitoring the persons who gather there, and keeping files with lists of license plate numbers?

You end up in FBI files with your name and your group's name because you're doing stuff. By and large, the FBI has done a pretty good job sticking to those rules.
