Why not make it (the law) specific so the rules are clear and victims have some comfort level going in?

In the field of criminal law, you'd have to move very carefully before you interfered with rules that have stood the test of time and were there for a very good purpose.

It doesn't do any good to formulate rules if nobody can live with them. If we had our druthers, we'd like the old rules that we didn't have to watch at all.

Only that person is preferred as a leader, who adheres by laws and rules.

Ask your employer why their rules are not up to current law.

But judges more than anyone else have to follow clear mandates of federal law. When you violate judicial rules of ethics, it matters, even if you're not doing it for any nefarious reason.
