With solid fuel, the missiles can be launched more quickly. The surprise element increases and they are much more difficult to defend against.

If the North Koreans really wanted to send a signal, why not do a ballistic missile test?

I don't see them budging on this peaceful use issue. It was clever on their part.

There are incentives for any state to exaggerate an external threat. If people feel insecure and have fear, they want to be protected. Even if you're living under wretched conditions, you think it is better than the alternative.

We're not trying to cast aspersions on anyone, but from an abundance of caution, we feel it's appropriate to return those dollars. At the time of the contributions, we weren't aware of any legal issues of this nature involving Mr. Grooms and the others.

Our view is that this is a campaign issue, and it's being dealt with by the campaign.
