You look at communities like Pass Christian – almost everything is gone. Hancock County – almost everything is gone.

What part of the FEMA plan envisioned that the first responders in Hancock County and much of the Mississippi Gulf Coast would have to loot the local grocery store and loot the local Wal-Mart in order to feed themselves, would have to loot the local Wal-Mart in order to have a change of clothes?

Because Hancock County was one of the hardest hit, that creates a need, but it also creates some challenges.

In the early fall, before EWC was announced, the joint proposal committee had not gone very far toward a draft. It was only after the EWC announcement [in October] that acceleration happened.

I think it's a way for them to get some leverage and maybe not threaten the county commissioners [who pass the ordinances] but say 'look there's going to be retribution if you pass these county health ordinances.' I think for counties that haven't passed them yet it will give them something else to consider.
