Certainly the measures that have been taken [in Vietnam] will have contributed to the [improved] situation, but there may be other factors that we're not yet aware of.

The virus doesn't respect any borders. Any uncontrolled movement or handling within countries or across borders is a risk factor.

The government has worked hard to strengthen preparedness and prevention efforts and good progress has been made.

The third judge and the referee will be from the Philippines. At least they're not from Cambodia, or Vietnam, or some other neighboring country.
