I would look at all the student's records, discuss the record with administration at the school, and then I make a decision on what I think is best for the student and the district, ... You don't have a cookie cutter that you can use when you're on a case-by-case basis. You have to trust that my professional judgment would be what's for the best for the district and the kid.
