That doesn't seem like what people would expect their Measure C monies to be used for,

If you tell the people who are supposed to fund this that you're not going to fix their problems, you're not going to get this thing passed,

Refineries lost a lot of money. In fact they lost money for most of the 1990s. People chose not to spend on refineries. So what's affecting us now is that we're behind the investment curve and it will take us five to 10 years to catch up.

Anytime there is an expenditure of large amounts of money people get nervous. There are times they would like more options and possibly better service and I think a lot of those things could be brought about with our own utility, ... But, anytime they see the city spending money they think it will cost them in the long run.

A lot of people say, 'This is a waste of taxpayer money,' ... But we've allowed a lot of economic development along the coast, and that's a big economic impact.
