Refineries lost a lot of money. In fact they lost money for most of the 1990s. People chose not to spend on refineries. So what's affecting us now is that we're behind the investment curve and it will take us five to 10 years to catch up.

If you ask people what they want to have that money spent on, it's potholes, if they're confident that the money is actually going to be used for fixing potholes,

Anytime there is an expenditure of large amounts of money people get nervous. There are times they would like more options and possibly better service and I think a lot of those things could be brought about with our own utility, ...
