If you expect your developers to provide support, that's a huge hidden expense. Leave development to developers and ensure that professional providers are the ones you depend on to support critical applications.

Open source users may not think through [operations and maintenance] to make sure they have the right support services. We're talking about enterprise-class software implementations. Any good CIO will want to make sure the software they're using is well supported, whether it's open-source or commercial code.

Open source is a large ecosystem, with large and small systems integrators who are delivering software and services in a new way. Some agencies may have relationships with certain preferred partners, and that's terrific. Just make sure the partners have the right level of open-source experience.

I think that the consumer continuing to spend will continue to support those fundamentals.
