It's not enough to prosecute the people who were following orders. If the U.S. government is serious about stopping this illegal and immoral abuse, then we need to take seriously the prospect of putting the people who were giving the orders on trial Miller... among others.

People in policy positions need to be held accountable. We're waiting to see more acknowledgement of those mistakes.

They all testified to both the level of chaos, the failure of command leadership and lack of clarity of the rules.

There was more than enough blame to go around. I think we need to look all the way up the chain of command.
