It's partly a financial issue. And partly, it's a service issue. . . . We'd need to weigh it against other services that are now a priority.

We feel that we are the public's library. So we try to provide the services the public tells us they want, (in Pasco) there's probably a high demand for games that's been voiced.

This is not to try and get back money. It is to get our materials back so it can be used by other members of the community.

Pressure must continue on donor and recipient governments, but we also need to encourage bottom-up solutions. If service providers are not held to account, the poor and the socially excluded will never achieve their water and sanitation rights. The groundwork has been laid. Citizens' action needs to become a movement.

He would never miss a memorial service. He made it a point to be absolutely certain that they would never be forgotten.
