It's sort of a verification process. I check them when they come in, making sure they have two signatures.

What form is that verification process going to take? We really don't know at this point.

I anticipate we won't have enough signatures to qualify, but I can't be sure yet.

We need to conclude this and have all the signatures in place before we can discuss this publicly.

We were probably as surprised as anybody that we got the signatures so quickly.

[•] We are in the process of verification of these reports, ... What we assume, and again I say we have not yet finalized the reports, is that weapons that he [Saddam] wanted to hide -- chemical weapons, biological weapons -- were indeed transferred to Syria.
