If, as it now appears, this was an act of terrorism it was a despicable and cowardly act. We will find out who was responsible and hold them accountable. If their intention was to deter us from our mission of promoting peace and security in the Middle East, they will fail utterly.

This agreement will allow the delivery of life-saving medicines to people who desperately need them. It represents a big breakthrough in our efforts to begin treatment programs in places where, until now, there has been virtually no medicine, and therefore no hope.

If the issue is, is it a near certainty that at some time in the future there will some group, probably a terrorist group, that attempts to bring to bear either the use or the threat of a chemical or biological operation, I would say that is highly likely to happen sometime in the next few years.
