Our concern is that the law be followed and that nobody be denied participation in a program on account of skin color or what country their ancestors came from.

It's something which is causing concern. Everyone who has come and looked at it has come away with the conclusion that it won't be free and fair.

There has not been much law on this yet. The concern is that if it becomes extremely commonplace, it could significantly restrict the ability of these folks to obtain housing. Someone would have to challenge it.

The fact is that no student should be told that he or she is barred from participating in a program simply because of their racial ethnicity. Our position has always been that this is illegal.
