We have had overcrowding and as growth continues, we will continue to have overcrowding unless adequate funding is brought to the table.

For those who are moving into developments that haven't paid full fees, there's no assurance that we can provide (educational) facilities. We have a fiduciary responsibility to advise buyers that there may be potential consequences because their development has not paid their fair share of fees.

Developers don't like their projects delayed. Time is money. Two is, they don't like controversy around their projects. Controversy means time and money. What this will do is influence that process.
