When you go to towns that are dying on the vine, it's because there is dissention between the city council and the business community - there are too many looking out for number one instead of the best interest of the community,

up close when I was in the City Council.

Obviously I was disappointed the City Council didn't enact (the El Paso ordinance). We came close. We came very close.

This is a hard time for the city, a hard time for the council and a hard time for the mayor. I'd much rather be mayor when I was than right now.

The city council meeting was going along normally when all of a sudden there were screams and shots,

[The City Council updated its taxicab regulations in December, said Alderman Robert Reynolds, who proposed the update.] We needed to clean up the cab ordinance and make it so it would take care of the city’s senior citizens and [other] citizens, ... The cars looked awful. It was shabby and piecemeal.
